Even if you manage to prevent a hurricane the energy has to go somewhere eventually. Iβm not so sure itβs a good idea to make the Earth hold in farts.
Suggestion 1: put giant Sleeping Pills in the Ocean, make those Hurricanes and Tsunamis go to bed.
Suggestion 2: pay off the Mortgage of the Fault-lines around the planet, so they won't need to move.
Suggestion 3: drop Paul into the Volcano, so Paul can do his thing!

Even if the tube Idea worked it would have to be an extensive network way longer than that. In theory you'd have to cover the area of the entire hurricane or at least the entire eye of the storm, which would be way more money anyways than just providing aid to those who are affected by the hurricane itself. It messes with my mind that people would rather nuke a hurricane instead of providing adequate aid or safeguards. EDIT: made this comment before I heard Paul make the exact same point.
